  1. Although Personal Protective Equipment (PPE) is instrumental in protecting employees, it is always the last line of defense. Protecting employees from workplace hazards should start with the hierarchy of controls. According to the National Institute for Occupational Safety and Health (NIOSH), protecting employees from workplace hazards should start with:
    1. (1) Elimination, which removes the hazard at the source. This could include changing the work process to stop using a toxic chemical, heavy object, or sharp tool. It is the preferred solution to protect workers because no exposure can occur.
    2. (2) Substitution: Substitution is using a safer alternative to the source of the hazard. An example is using plant-based printing inks as a substitute for solvent-based inks.

When considering a substitute, it’s important to compare the potential new risks of the substitute to the original risks. This review should consider how the substitute will combine with other agents in the workplace. Effective substitutes reduce the potential for harmful effects and do not create new risks.

    1. (3) Engineering controls: Engineering controls reduce or prevent hazards from coming into contact with workers. Engineering controls can include modifying equipment or the workspace, using protective barriers, ventilation, and more. The NIOSH Engineering Controls Database has examples of published engineering control research findings.
    1. (4) Administrative controls: Administrative controls establish work practices that reduce the duration, frequency, or intensity of exposure to hazards. This may include:
      1. work process training
      2. job rotation
      3. ensuring adequate rest breaks
      4. limiting access to hazardous areas or machinery
      5. adjusting line speeds
    1. (5) Personal protective equipment (PPE). PPE serves as a last line of defense against various physical hazards, such as falling objects, extreme temperatures, loud noises, or exposure to harmful substances. For example, hardhats, gloves, and safety shoes can significantly reduce the risk of head injuries, hand injuries, and foot injuries, respectively. OSHA further emphasizes that employees need to be trained on how to use it, how to take care of it and when/where it is required.
